CALL FOR TENDER: “Baltic Sea Region Programme: Analysis of projects in 2007-2013 and setting baselines and targets for indicators in 2014-2020”

The Managing Authority of the Baltic Sea Region Programme 2007-2013, Investitionsbank Schleswig-Holstein, invites you to submit a tender to carry out the analysis of projects in 2007-2013 and setting baselines and targets for indicators in 2014-2020.

The Baltic Sea Region Programme 2007-2013 is one of the 13 transnational programmes, part-financed by the European Regional Development Fund (ERDF) under the Territorial Cooperation Objective of the European Union (EU). The eligible area includes the EU Member States Denmark, Estonia, Finland, Latvia, Lithuania, Poland, Sweden and northern parts of Germany, as well as the neighbouring countries Norway, Belarus and north-west regions of Russia.

In the framework of the next funding period 2014-2020, the successor Baltic Sea Region Programme 2014-2020 is under preparation and expected to be launched in late 2014.

On behalf of the Monitoring Committee, decision-making body of the Baltic Sea Region Programme 2007-2013, the Managing Authority and the Joint Technical Secretariat hereby open the call for tender for the analysis of projects in 2007-2013 and setting baselines and targets for indicators in 2014-2020.

The overall objective of the Programme evaluation is to analyse the project portfolio of the Programme with regard to achieved results and produced outputs. A particular focus should be put on the analysis whether the achieved results were sustainable and of added value, on the durability of outputs, and on the involvement of end-users by the respective projects. As a second element, the analysis of the current Programme’s outcomes should be used as input to the establishment of baselines and targets for the qualitative indicators of the successor Programme, as it builds on the current Programme’s achievements.

The call for tender will be closed on Monday 26 May 2014. The proposals that are sent after the set deadline will not be taken into account for the selection of the evaluator. This applies to both electronic and paper version of the tender.

The evaluation expert is going to be selected by Evaluation Steering Group, based on the assessment by the Joint Technical Secretariat and the Managing Authority, by June 2014, followed by negotiation, contracting and kick-off meeting. Activities related to the external Programme evaluation are to be launched in July 2014 and to be finalised by September 2014 (first part of the evaluation) and October 2015 (second part of the evaluation) respectively.
