Call for tender: Development of State aid rules for the Baltic Sea Region Programme 2014-2020

The Managing Authority of the Baltic Sea Region Programme 2007-2013, Investitionsbank Schleswig-Holstein, invites you to submit a tender to carry out the development of State aid rules for the Baltic Sea Region Programme 2014-2020.

The Baltic Sea Region Programme 2007-2013 is one of the 13 transnational programmes, part-financed by the European Regional Development Fund (ERDF) under the Territorial Cooperation Objective of the European Union (EU). The eligible area includes the EU Member States Denmark, Estonia, Finland, Latvia, Lithuania, Poland, Sweden and northern parts of Germany, as well as the neighbouring countries Norway, Belarus and north-west regions of Russia.

In the framework of the next funding period 2014-2020, the successor Baltic Sea Region Programme 2014-2020 is under preparation and expected to be launched in late 2014.

Investitionsbank Schleswig-Holstein as the Managing Authority of the Baltic Sea Region Programme 2007-1013 is also responsible for arranging the call for tender and the contracting of the State aid expert for the Baltic Sea Region Programme 2014-2020.

On behalf of the Joint Programming Committee, decision-making body of the Baltic Sea Region Programme 2014-2020, the Managing Authority and the Joint Technical Secretariat hereby open the call for tender for the development of State aid rules for the Baltic Sea Region Programme 2014-2020.

In line with the Treaty on the Functioning of the European Union (TFEU) and the respective State aid regulations, the Programme has to comply with the State aid rules. Consequently, specific State aid rules based on the State aid regulations in a transnational programme context are to be prepared.

The call for tender will be closed on Tuesday, 18 February 2014. The proposals that are sent after the set deadline will not be taken into account for the selection of the evaluator. This applies to both electronic and paper version of the tender.

The State aid expert is going to be selected by Joint Programming Committee, based on the assessment by the Joint Technical Secretariat and the Managing Authority, by March 2014, followed by negotiation, contracting and kick-off meeting. Activities related to the development of State aid rules are to be launched in May 2014 and to be finalised by August 2014 (extension possible).
