The eligible area includes the EU Member States Denmark, Estonia, Finland, Latvia, Lithuania, Poland, Sweden and northern parts of Germany, as well as the neighbouring countries Norway, Belarus and north-west regions of Russia.

Investitionsbank Schleswig-Holstein as the Managing Authority of the Baltic Sea Region Programme 2007-1013 is responsible for arranging the call for tender and the contracting of the evaluator.

On behalf of the Monitoring Committee and the Managing Authority, the Joint Technical Secretariat hereby opens the call for tender for the strategic evaluation of the Baltic Sea Region Programme 2007-2013.

The strategic evaluation is carried out in order to analyse a number of external factors of strategic importance for the implementation and evolution of the Programme, and to provide recommendations for the current and future programme period.

The maximum budget for the external evaluation is EUR 80.000 (excl. VAT). The evaluation shall be carried out between October 2010 and June 2011.

In downloads listed below, you will find the Terms of Reference and other relevant documents providing more detailed information for submitting a proposal.

The call for tender will be closed on Monday 23rd August 2010. The proposals that are sent after the set deadline will not be taken into account for the selection of the evaluator. This applies to both electronic and paper version of the tender.

The evaluator is going to be selected by the Evaluation Steering Group, based on the assessment by the Joint Technical Secretariat and the Managing Authority, by mid-September 2010, followed by negotiation, contracting and kick-off meeting. Evaluation activities are to be launched in October 2010. The draft final report of the evaluation is to be completed by March 2011.
