Summary description of the project:

Bothnian Green Logistic Corridor involves 29 partners and more than 60 associated partners in 5 countries: Sweden, Norway, Finland, Germany and Poland. The partners of BGLC are working together to develop more efficient transport solutions from North Scandinavia to the Baltic Sea Region and the rest of Europe, in order to meet the transportation needs of the increasing production volumes of raw materials as forest, sea food, iron ore and other minerals.

Today Sweden, Finland and Poland together constitute the EU´s main mining region and 54% of the mines have not been exploited yet. Sweden and Finland are also the world’s second and third largest exporters of pulp, paper and sawn timber. In addition, the seafood industry in Norway is rapidly expanding with a continuous growth in export. Freight transports are expected to increase by 50% by 2050. This increase will stretch the existing transportation system to its limits.

The Bothninan Corridor and its prolonging corridors have a vital role to play for the countries within the project as for the rest of Europe. The industry in North Scandinavia is highly dependent on reliable transport systems. For Europe, the supply of natural resources is necessary in order to reduce the dependence of raw material imports, increase competiveness and contribute to a sustainable development.

The need for efficient and environmentally friendly transport solutions is crucial for ensuring the development within Scandinavia and meeting the needs of the EU and the global market.

Bothnian Green Logistic Corridor aims to integrate and further develop the existing road, railroads and sea transport connections that links the north of Scandinavia to the European rail network. Our work includes studying cargo volumes and traffic flow to eliminate bottlenecks and traffic-related problems. The overall aim is a greener, seamless transport corridor.

By working in close cooperation with cargo owners and private industry, BGLC wants to introduce new services necessary to satisfy the needs of the industries along the corridor. During the project we will go from “contact to contracts” by showing good examples of new markets and business models. One of the expected outputs is a considerable modal shift of cargo from road transport to rail and sea.

The project is analyzing consequences of improved or not improved infrastructure and what effect a green logistic system will have on regional economic growth when several mines will be opened and metal based industry plan to increase transport from their production units to customers across Europe.

BGLC aims to develop a High-Level logistic network and to improve collaboration in order to support transnational processes for infrastructure planning and decision making to develop a Bothnian Green Transport Strategy. More information about the project can be found on: www.bothniangreen.eu


Achievements of the project so far:

To reach the project aim of a green corridor, we made an inventory of actors, freight flows and infrastructure in the BGLC-area. A structured case analysis of the bottlenecks, barriers and deficiencies categorized to identify actions and measures to overcome the inefficiencies towards a sustainable transport system. One of the weaknesses is the logistic nodes and terminals were the cargo need to shift from one mode of transport to another. One example of the short term actions proposed is to use innovative intermodal technologies for semitrailers with which we have shown that it is possible to lower transportation cost with 25%. Another is using a more effective model for feeder transport were we can save up to 40% and other small changes as quicker meets, heavier loads and faster empties have been suggested. A new methodology for maintenance of railway tracks have been developed that could be used for maintenance staff on the railroad in order to avoid capacity disruptive downtime

One of the more long term actions is the suggestion on a Corridor Management structure for the BGLC-corridor that we presented. It is based on a wide commitment amongst all the stakeholders with different working groups for the business actors. Our aim has been to switch the transports from road to rail and sea and by working in close cooperation with cargo owners and private industry we have developed a new railway shuttle service between North Norway and Poland. We could also show that the combination of train and boat is at least 40 per cent more energy effective than the combination of truck and boat. We also developed business models and partnerships with the actors along the Northen Axis route between Narvik and Russia with a joint intermodal terminal on the border between Sweden and Finland to solve the problem with the difference in gauge width between Europe and Russia.

We have investigated the future strategic nodal network for the area which provides the BGLC-stakeholders with the roadmap for developing the corridor by identifying the most important logistical nodes and their future potential in the BGLC-area. We also examined the general wider impacts of transport infrastructure investments as well as developed an excel based tool to evaluate the wider economic impacts of railway investments on regional level. The tool both open- and easy to use but gives results that are based on comprehensive CGE modelling and simulation. All the results and finding made in co-operation – through interviews, public consultations and workshops, have been summarized in “The strategy of BGLC”, and is a roadmap for future work in developing the transport connections in the corridor. The strategy is agreed upon amongst all partners and will be used as a plan for the long term work in developing the corridor and forming a stakeholders forum for the future
