Summary description of the project:
REMOWE project has, in addition to project management and communication activities, been divided into three parts: i) Analysis and mapping of good experience in Waste-to-Energy (WtE) ii) Study on future status could be developed through solutions and processes, and iii) to understand how individual techniques and resources can be used in the best way through regional modeling.
In the first step, a survey of the current status in each partner region was conducted. The results were reported according to a predetermined structure. The current situation and its best practices have given us the opportunity to benchmark different regions. By comparison, it is possible to discuss the differences and why some of the regions have developed more in some areas (e.g. in using waste for energy), and could these different experiences be transferred to the other regions? In the work, the project also has obtained an understanding of differences (cultural, resources, etc.) between regions.
In step two, joint work how an improved future status could be obtained was conducted based on the current status. Both processes and procedures for WtE could serve as a good example and contribute to technology and knowledge transfer to less developed regions. An important component in this work has been the used innovation process. Through a structured innovation process different ideas have been collected from various stakeholders and evaluated in a structured framework. By evaluating ideas with different criteria of REMOWE have obtained insights how an interesting/effective innovation portfolio could be designed. Criteria used could be technical excellence in comparison with feasibility. A less sophisticated technique might increase the chances of a successful implementation, but have less potential. Innovation tool has helped us to highlight the various experts' scores on the different ideas.
In the last step a regional model was developed. The model can be used to identify where resources are available and how these can be utilized in the best way. The best way is inconclusive, but the tool gives us possibility to prioritise different factors, such as optimal placement of a biogas plant from an economic or a CO2 emission perspective and support regional planners, authorities and industry. The model was demonstrated by modelling one of the regions of the project, North Savo region of Finland. General conclusions, in line with the situation also in other Baltic Sea region countries, were also drawn. To be able to utilize the biodegradable energy potentials the location of production plants using feedstock with low energy content is important, low temperature heat sources should be considered, improving the energy efficiency of farm scale biogas plants and/or development of simplified solutions are important to increase farmed based biogas production.
Achievements of the project so far:
The project's main achievements are knowledge compiled different reports. Furthermore, there is a complete innovation methodology that has been used in five regions along with a developed regional modelling tool. The result from REMOWE is valuable for several actors. Just in project constellation we see how experiences from REMOWE could be used by the different authorities in their daily work (County Administrative Board of Västmanland; Centre for Economic Development, Transport and the Environment for North Savo; and Marshal Office of Lower Silesia). The reports have also been summarized in three brochures for various stakeholders’ perspectives (Politicians, Municipalities, Industry and SME’s).
A further result is the approved extension project, ABOWE, that will continue within the BSR programme. The project involves industry and SMEs in the practical application of two different production methods. By this we believe that the community could take advantage of more efficient methods of renewable energy production and capital to investments becomes available. In longer terms this should lead to increased potential for cost-effective production of renewable energy and fuels.
A good example from the innovation process was the concept that was elaborated by a SME company called Finnoflag Oy. It was evaluated in the innovation process with good results. This technology is now planned to be used in pilot plants REMOWE extension stage project ABOWE to produce biogas.
