Summary description of the project:

NECL cooperation started in 1996 on private initiative within the organization NECLA (North East Cargo Link Association). As the co-operation with local and regional authorities grew so grew the idea for the new EU project. The new project, NECL II project was a continuation of the first NECL cooperation which was funded by BSRIIIB. The corridor stretches from Norway (Trondheim region) via Sweden (Sundsvall region) to Central Finland and on to Russia (and China).

The corridor aims to improve relations mainly for freight but also passenger traffic to some extent and mainly in the east-west direction as a supplement and as a relief to the already congested main national routes in Sweden, Norway and Finland. In order to better describe the corridor's geographic location and orientation related to environmental aspects the corridor is advertised under the registered trademark MIDNORDIC GREEN TRANSPORT CORRIDOR.

One goal for the project was to contribute to achieve environmentally friendly and economical solutions to transport problems by developing the intermodal transport system, the ability to select the best mode of transport, and thereto related infrastructure covering all modes of transport. The project had EU's environmental targets and the EU White Paper as the basis for its development.

A logistic ICT (information and communication technology) solution (a portal) for matching of intermodal transports was pointed out in the former NECL I as one of the most important issues for further development in the transport sector of the Mid Nordic Corridor. Since the end of the NECL I project a prototype of such portal was developed and managed by NECLA and the Mid Sweden University (MIUN). Within the NECL II the development of the portal has continued.

NECL II was international, and thus had a consistent international approach to all issues. An objective for the project was to develop the east-west relations, in close cooperation with the respective national transportation authorities and thus find smart intermodal transport solutions providing international competitiveness of enterprises. The national export companies need to reach global markets and this leads to the need of cooperation between countries regarding border crossings, infrastructure regulations etc. Russia has been a special focus area for the project due to the bottlenecks that the shortages of border crossing points represent.

Furthermore, the project aims to contribute to the implementation of the Action Plan for the EU Strategy for the Baltic Sea region in terms of accessibility.


Achievements of the project so far:

The project was for 3 years (2010-2013) and is now closed but Midnordic Green Transport Corridor continues to exist.

Studies made by the project are frequently used as referral documents in official studies both internationally as well as domestically, among national officials and authorities, among university students, etc. The project have also respond to referrals aiming to achieve generally better transport policy and trade policies for the transport sector in Sweden, Norway and Finland in cooperation with Russia.

For over 20 years the electrifying of the Meråkerline has been debated and The Norwegian National Transport Plan 2014-2023 is finally including a decision to electrify the Meråkerline. The project has been working hard to get this important decision in the plan. Similar important lobbying in order to improve the railway transports on European level has been made in the project especially in Finland (eg. for the Suupohja-track between Seinäjoki and Kaskinen).

Studies made by the project have played a role in the development of combo terminals and business areas in Ånge (Sweden), Seinäjoki (Finland) and on the Finnish-Russian border region in Parikkala (Finland).

Different referral documents and statements from the project have been included in the Swedish National Transport Plan looking at needs up to year 2050. According to a NECL II –study regarding the sulphur directive, the consequences of the directive will be obvious on the European transport map and alternative transport routes such as the Midnordic Green Transport Corridor will be needed.

Through the studies and meetings with different stakeholders the project has acted as an important catalyst in many ways. Russia is currently building a new motorway on the vest side of Ladoga all the way up to the Artic Sea.

They are also planning a new 4 lane motorway towards Parikkala in Finland. The Russian Karelia states that they are interested to open the border crossing Parikkala-Syväoro as international border crossing for vehicles during 2017. This matter is important for all the Nordic countries and for EU as a whole since it affects trade and business for all countries

The Transnational Business plan is a summary of the project and highlights the benefits of a Midnordic green transport corridor. The Midnordic Green Transport Corridor is an important and complementary part of the TEN-T –network (Bothnian Corridor) as an east-west extension.

The final conference of NECL II was held the 21-22 of August 2013 in Sundsvall, Sweden. Among the visitors there were politicians, companies, project partners, from the Nordic countries and participants from the Russian embassy in Sweden. The common opinion among the participants was that the work with the Midnordic concept must continue.
