Summary description of the project:

Baltic Compact is an extension stage project to the strategic pan-Baltic project Baltic COMPASS which explored the possibilities for more sustainable agriculture and smarter agri-environmental governance in the Baltic Sea Region. The project promotes a balanced agro-environment governance approach: sound regulation and economic incentives in parallel with supporting local level collective management. Baltic Compact invests in demonstration of sustainable biogas production and advanced field drainage technologies as potential measures the value of which can be increased through multi-stakeholder local planning. The value of locally driven adapted approaches is demonstrated by combining the theory and communication approach developed in Baltic COMPASS with existing local projects and demonstrating a systematic approach to local agri-environment management with the local stakeholders.

Baltic Compact supports implementation of the EU Strategy for the Baltic Sea Region and HELCOM Baltic Sea Action Plan on the macro-region level and foresees its benefit in adaptation of the Rural Development Programmes on the national level. A film featuring innovative farmers across the Baltic Sea Region will preserve the legacy of the project in promoting environmental solutions and good business going hand in hand. The project’s seven partners feature authorities, farmers’ organisation, research and innovation institutes and a farm, in Sweden, Latvia, Denmark, Germany and Finland. The project runs from January 2013 until September 2014. Serving as the final conference for the project, Baltic Compact was the initiating organizer for the GABBS Conference held in Poland on 23-24 September 2014.

Achievements of the project so far:

The slogan for the Baltic Compact project is 'Opening pathways for environmental services by active farmers'. Setting out to test and demonstrate the findings and outputs of Baltic Compass project in terms of increasing the farmers’ responsibility and initiative in agri-environment management, the project strengthened focus and interest in this aspect both internationally and in the partner countries, working closely with 9 farms and involving local authorities in the project. This occurs at the right time as policy changes to lean on the farmers' self-monitoring are already in process, as for instance, the shift towards emission based regulation of agricultural installations in Denmark which is expected in 2015. In broader terms, the project reiterated the value of international cooperation and exchange for the design and implementation of Rural Development Programmes, possibly creating interest in using the RDP Cooperation Article to support international thematic cooperation.

In support of agri-environment management capacity, the project synthesized examples and lessons for both technical solutions and working methodologies. Technical solutions on sustainable biogas production from manure and innovative drainage management were presented in terms of demonstration investments in Latvia and Denmark, printed material and the interactive web-based databases WikiSCIEN and Agro-Technology Atlas. These have proven their value for interested farmers and have also been used to educate authorities and enhance cooperation by research groups. Methodologies for cooperation, communication and organization of local level agri-environment actions have been synthesized in two outputs aimed at specific target groups: a web-based communication tool for local projects and project initiators and an integrated report on the value of the local agri-environment management approach targeted to authorities.

Targeted more to decision-makers and the educated public, the film “Ripples on Baltic Waters” introduces how motivated and responsible farmers, all of which are national winners of the WWF Farmer of the Year Award, are applying a bottom-up management approaches and implementing the innovative solutions for the benefits of the broader society. Having succeeded in bringing these together in a film and having received a lot of positive feedback from viewers is one of the most important achievements of the project. Further dissemination of the film after the project’s end will eventually reveal its value for the Baltic Sea Region. Perhaps even more significant, is the change in the mindset of stakeholders for instance in Latvia, where despite economic stress, environmental issues are moving into the mainstream among many farmers and authorities and this is already showing in practical actions and policy documents. The paths are opened and lit.
