Summary description of the project:
The project aimed to: Raise awareness that there is a significant potential of employment and business possibilities within bioenergy in the Baltic Sea Region, facilitate conditions for the reduction of emissions by sustainable use of bioenergy, develop regional management plans and tools for planning within bioenergy, exchange experiences through up-t-date conferences, seminars and workshops in bioenergy policy related issues. The long term objectives were: Enabling the development of sustainable use of bioenergy in the Baltic Sea Region, development of cross-sectoral and transnational networking both in real life and virtually to facilitate information and knowledge exchange, demonstration that bioenergy is locally available and locally employing, cost-effective and CO2-neutral way to produce energy.
The expected project outcomes were: Guidance on formulating and implementing National Renewable Action Plans, National Biomass Action Plans and proposals to improve policies in the Baltic Sea region, a database and web site with relevant and up-to-date information for actors in the bioenergy sector, a virtual broker platform to facilitate needs of all stakeholders in the supply-demand chain for further business development in the regions. The goals have been achieved through Policy, Business and Regions.
There are huge biomass resources and only a fraction of it is utilized so far. At the same time there is an increasing interest for the large but limited resources and therefore the use has to be sustainable and the competition between the use for food, fodder, fiber and fuel has to be balanced. Therefore the project has focused on bioenergy and its sustainable production and use in particular. The Project has strengthened development towards a geographically integrated, competitive and sustainable bioenergy sector in the baltic Sea Region (BSR). The project has served as the central BSR-wide meeting point for cross-sector and transnational networking within bioenergy and related fields. The project has consisted of 33 partners; decision makers and universities on national and regional levels in 10 countries.
Achievements of the project so far:
It has appeared that the Baltic Sea region can be regarded as a showcase for sustainable bioenergy development. The most promising pathways to achieve change towards sustainable development and those that use locally available biomass residues from forestry, forest industry as well as from agriculture, by-products from related industries and biogenic waste streams and which employ highly efficient conversion processes and technologies. The project has highlighted a number of promising policy approaches supporting sustainable bioenergy production and consumption in the Baltic Sea Region which are all mentioned in the final brochure on www.bioenergypromotion.net
The work within sub-regions was complemented by the establishment of networks among stakeholders within the regions and dissemination of information through regional network points. This structure of improvement, and the experiences made along the process can be utilized for creating new bioenergy regions in each of the participating countries.
The use of locally available biomass resources, particularly biomass residues, by-products and waste streams used in distributed energy systems contributes in a very promising way to sustainable and rural and business development. In large installations, often only intensive financial support systems make the biomass transportation and use economically feasible. Therefore, intensified contraction should be undertaken to stimulate local bioenergy market e.g. by promotion on media and personal contacts.
The virtual Development of local, distributed energy systems seem to be the most efficient way for utilization brokerage platform www.biobrokers.eu, which has been installed by the project, facilitates information and knowledge exchange and assists in reaching necessary partners.
