Summary description of the project:
The project aims at enhancing the operating environment in the air cargo sector in the Baltic Sea Region and beyond, by providing complex measures that accommodate the demand for air transport in an optimal way to regional airfreight stakeholders. The air cargo sector will be planned and optimized for an optimal mix with other transport modes and relevant characteristics and economic realities.
Through improved usability, functionality and accessibility of the ICT network in the air-cargo sector the capacity of regional airports increases. The Baltic.AirCargo.Net project integrates also the air cargo issues in the agenda of common transport strategy of the Baltic Sea Region by increasing the interoperability of political and transport related networks.
The project that is coordinated by Wismar University of Applied Sciences provides a complex analysis of the current situation on airfreight transport market in the BSR, associated infrastructural and operational needs of the regional airports, their prospects for future development and their possible role in the global network of air cargo supply chain. Furthermore, an innovative air cargo transport information system in / between the participating project regions (airport, hinterland) will be developed and implemented. Pilot business actions will explore the air cargo market with a focus on regional development.
The following working plan is applied to solve above identified challenges:
WP3 – will provide a complex analysis of the current situation on airfreight transport market in the BSR, associated infrastructural and operational needs of the regional airports, their prospects for future development and their possible role in the global network of air cargo supply chain.
WP4 – will develop and implement innovative air cargo transport information system in / between the participating project regions (airport, hinterland).
WP5 – will explore the air cargo market through pilot business actions with a focus on regional development.
Air cargo issues had been neither properly investigated already in finished projects nor have been included in the running logistic projects.
Therefore, Baltic.Aircargo.Net will secure relevance of the project activities with transport development strategies through cooperation with transport related initiatives on regional, Pan-Baltic and European level.
Achievements of the project so far:
According to the studies conducted within the frame of the Baltic.AirCargo.Net project, current performance and future prospects of regional airports is subject to a bundle of social, political, economic and technological factors. In fact, air transport sector and its development increasingly depends on changing role of means of cargo transport, global and regional economic and trade tendencies, increasing fuel prices, role of trade partnerships overseas, nationally and regionally, allocation and reallocation of different resources and a series of other indicators residing in global, national and regional political, economic and technological macro-, meso- and micro dimensions.
Regional airports have enjoyed far less attention as national airports due to existing national policies and development strategies. As a result, regional airports become underestimated in terms of their performance and competitive edge.
Due to increasing globalisation and trade it is likely that passenger flows and cargo volumes will follow a paradigm of increase. Regional airports will be ineligible to assist the national airports and enable transport and handling of increased cargo flows in order to correspond to the growing demand. Indeed, regional airports bear a potential for servicing the air cargo market needs on regional scale. In this, they are also capable of accelerating regional development and safeguard better economic performance. The studies conducted showcased potential development roadman for regional airports of BSR, which have been highly underestimated on national level. The results demonstrated potential for increasing performance and competitiveness of the regional airports and verbalised feasible future development roadmap for them.
Bearing in mind economic considerations made in several studies (cf. project outputs), it can be recommended for regional airports to start their air cargo operations by using the model of Road Feeder Services (RFS) or so-called “flying trucks”. By providing such RFS small businesses would obtain essential advantages in the air cargo supply chain. This can be justified as follows. First, air cargo handling by means of flying trucks would allow small companies to take advantages of the air cargo market and integration with large air cargo forwarders, e.g. from Hamburg, Berlin, Helsinki, etc. To exemplify, road feeder services do not require intensive capital investments and physical resources what would be a premise in case of providing air cargo services by means of air-carriers (airlines). Indeed, small businesses do not simply possess such resources. By offering RFS to their customers from the air cargo hubs small businesses would better engage into the air cargo market
