Summary description of the project:
The EUSBSR Action Plan names TransBaltic among the initiatives that brought valuable results for the development of green corridors network. The Macroregional Transport Action Plan (MTAP), adopted by the TransBaltic partner regions, contains policy actions that aim to improve connectivity and accessibility of the BSR. They are built on e.g. key business actions carried out together by public and private actors. Some of them were found notably encouraging for follow-up activities.
The MTAP is designed as an innovative decision-support instrument for macroregional transport planning and development. This approach and ambition need be verified and evaluated. For that purpose actions will be taken in such thematic areas that saw high stakeholder commitment.
TransBaltic Extension aims to carry out a pilot implementation of the MTAP through a strategic preparedness measure and the deployment of transport greening policy actions in the public-private environment.
The project had 5 formal partners from 4 BSR countries (former task leaders and new partners interested in replicating the policy action steps in their areas). This setup is complemented by a wide group of public and private actors (associated organisations), to ensure that the outcomes are feasible and credible, and that the proposed activities have a practical/business-oriented dimension.
In WP3 the project applied a short sea container business model as a strategic preparedness measure of the MTAP (stemming from Policy Action 1) to mitigate negative consequences of the IMO Sulphur Directive on the freight transport patterns in the BSR. The Directive is regarded one of the factors affecting the green scenario path towards a sustainable multimodal transport system in the BSR. In WP4 the project deployed selected policy actions (No. 2, 6, 7, 10) of transport greening character as a test case how to apply the TEN-T guidelines in the BSR.
Apart from several business plans and other documentation rendered available for large-scale use, the project intends to verify and strengthen policy and business interfaces in the MTAP implementation. The involvement and cooperation quality between public/private stakeholders will help evaluate to what extent it may serve as a veritable policy support instrument for a sustainable multimodal transport system in the BSR within the framework of the EU Baltic Sea Strategy.
The project aspires to deliver experience in implementing activities in the public-private environment as an input to the transport priority in the next BSR Programme (by offering enriched business dimension and transport greening features).
Achievements of the project so far:
The generic approach to streamline public policies and market strategies for transport greening purposes as postulated in the Macroregional Transport Action Plan (the overall framework document) became a central project’s communication trademark at several external events.
The business perspective of transport greening policies was promoted in one of the biggest transport and logistics communication platform in Europe (Transport Week, Gdansk, March 2014, with a few hundred participants), smaller conferences (e.g. Short Sea Shipping promotion event, Flensburg, April 2014; TransBaltica Conference, Riga, June 2014), thematic events arranged by TransBaltic Extension (see description of WP activities) and at the final project conference (organised together with the BSR TransGovernance project in Brussels, 3 November 2014).
The project provided an exceptional insight into transport market operations
through a pioneer study on ‘Short Sea Shipping in the Baltic Sea Region: Freight volumes and the potential of 45' containers’. Thereby, it offered a novel analysis of the current trade volumes in this market segment, an outlook for 2030, market perception of potentials and challenges and a list of suggestion to overcome the challenges.
The study was broadly cited in the transport and logistics networks (cf. The Maritime Executive Magazine, European Shortsea Network, Marine Engines and Fuels, Hellenic Shipping News etc.). Also, a copy of the report was requested by the European Commission (DG MOVE). The conducted stakeholder discussion led to the designing of a new MTAP measure dedicated to the fostering the short sea shipping in sea-crossing transport corridors in the BSR (measure no. 21). The measure contains a rationale for action, specified the target group, suggests specific implementation means and informs about benefits and no-action threats.
The pre-selected policy actions (No. 2, 6, 7, 10) of transport greening character were presented to the market stakeholders and jointly deployed through a number of demonstration actions. These helped deliver new business models (on integrating deep sea and short sea layers in intermodal supply chains, on enhanced container port operation and on boosting intermodal corridor services) and introduce new aspects into the public policy debates (e.g. how to stimulate an emerging container hub function).
In views of the participating stakeholders the project demonstrated an added value by highlighting a need to take into account market priorities and expectations when designing greening actions for corridors and hubs (see the Think Tank releases in cooperation with the Baltic Transport Journal). The resulting 2014/2015 update of the MTAP serves as an important path-setter and source of inspiration in public-private transport greening actions for a new generation of Interreg projects.
