Introduction to the Fruit Basket, project Output Library

The Baltic Sea Region (BSR) Programme 2007-2013 financed in total 90 transnational cooperation projects covering a wide scope of themes. In order to share the work done with you, the Programme has created this online basket of projects – a Fruit Basket if you will (formally called the Output Library).

The Fruit Basket may be used for diverse purposes. For example, when you have a specific challenge in your area with regard to transport, you may want to find out what has been done previously in that area and you will most likely find useful documents that would increase your knowledge in the specific topic. A thematic expertise has been created to provide SMEs with reliable, relevant and ready-to-use information about selected emerging food markets in the BSR. An infrastructure was created specifically for the innovations promotion in small and medium-sized enterprises (SMEs) through the establishment and development of the Baltic Sea Academy with 15 universities. The Baltic Sea Academy cooperated with the network Hanseatic Parliament with 47 chambers. Already within the course of the project individual company innovation promotions for 686 SMEs from all the Baltic Sea countries were implemented.

StarDust focused on testing collaborative methods and policy support to five transnational innovation partnerships. Through the project, challenge-driven and macro-regional smart specialisation approach was tested in transnational pilot projects. “Strong together” presents not just the best success stories and results from this 3-years collaboration. It gives also essential policy recommendation drawn from the operational work both for the macro-regional funding and governance structures. We show the value of a common policy framework – which is realised in the BSR Stars programme – that has acted as a bridge-builder and transnational catalyser for innovation activities.

This report aims to give a comprehensive review of the competitiveness of the Baltic Sea Region, focussing on four cluster areas: ICT, Cleantech, Healthcare and Maritime. This handbook presents guidelines for facilitating the development of collaborative relationships and partnerships within and between clusters or networks as well as businesses.
