Introduction to the Fruit Basket, project Output Library
The Baltic Sea Region (BSR) Programme 2007-2013 financed in total 90 transnational cooperation projects covering a wide scope of themes. In order to share the work done with you, the Programme has created this online basket of projects – a Fruit Basket if you will (formally called the Output Library).
The Fruit Basket may be used for diverse purposes. For example, when you have a specific challenge in your area with regard to transport, you may want to find out what has been done previously in that area and you will most likely find useful documents that would increase your knowledge in the specific topic. Take your pick!

Evaluation tool for wider economic effects of railway investments
Date:
Feb 2014
Description:
Computable General Equilibrium models (CGE) are powerful tools in the assessment of economic impacts of infrastructure investments, but the use of these models is expensive and requires specific skills, software and knowledge. This developed tool (for Sweden & Finland) is an accessible tool that is simple to use but gives results that are based on comprehensive CGE-modelling. The wider economic impacts calculated by this tool are supplementary to the results of a standard project assessment (CBA).

Public Service Obligations (PSO)/Route Development Funds (RDF) application guidelines
Date:
Dec 2013
Description:
PSO/RDF application guidelines enable regions applying guidelines into corresponding national laws concerning public service obligations in air transport. They give precise understanding what steps should be taken and what contents (e. g. what airlines with what kind of aircraft) should be considered when tendering a PSO/RDF route. With the help of application guidelines, routes being economically not viable, but resulting in positive regional economic effects can be sustained and initiated. Output is available on http://www.baltic-bird.eu/results-outputs.

Public transport service SWOT-analysis studies
Date:
Oct 2013
Description:
Analysis enables regions/airports to improve intermodal connectivity giving the PP precise look on their strengths, weaknesses, opportunities and threats (SWOT) regarding current/future linkage of their airports with PTS. With the help of the analysis usage of PTS for accessing BSR airports can be increased; individual traffic lowered. So reductions of emissions of greenhouse gases per departing/arriving passenger can be achieved (ecological sustainability). Output is available on http://www.baltic-bird.eu/services/documents/category/55-results?download=423:swot-analysis-final-version.

Passenger (PAX) market potential analysis
Date:
Dec 2013
Description:
PAX market potential analysis implementation folder gives in-depth analysis of regions’/airports’ potentials regarding new or specified routes. PPs received comprehensive analysis of new routes containing network, low cost and charter routes. Out of identified routes, PPs can target certain amount of routes/airlines to be approached. The analysis of focus routes were presented by several PPs to airlines and airport representatives at the Routes Europe Conference in Marseilles in April 2014. Output is available on http://www.baltic-bird.eu/results-outputs.
Project:
Title:
Joint airport marketing strategy toolbox
Date:
Dec 2013
Description:
Joint marketing strategies provide regions/airports with a toolbox of marketing strategies to attract airlines to set up new flight routes. PPs and airports in the BSR receive information what marketing strategies could be of the essences for what kind of airport aiming at what kind of target group. PPs learn how to approach airlines, how to make the airport attractive for PAX and how to make politicians, civil servants, companies, tourism industry aware of the meaning of airports for the regional economy and welfare. Output is available on http://www.baltic-bird.eu/results-outputs.
Project:
Title:
Study on regional economic justification of PSO/ RDF
Date:
Dec 2013
Description:
Output reveals the economic impacts of PSO/RDF routes to/from PPs airports and shows that those flight connections which in a first perception are not economically viable result in positive regional economic effects. PPs receive information about airport as “economic factor”, i.e. economic value of airport arising from the production of air transport services and about airport as “location factor”, i.e. catalytic effects arising from the consumption of air transport services provided at airport. Output is available on http://www.baltic-bird.eu/results-outputs.

Title:
Applying multi-level governance in transport planning and management in the Baltic Sea Region
Date:
Oct 2014
Description:
A methodological framework (with challenges, key findings, steps to achieve the goal) for the macroregional cooperation based on the project showcases. It present solutions how to pool together the strategic transport initiatives and make use of their individual strengths; how to deploy the potential of territorial cooperation projects better and to ensure their results are incorporated in the national transport planning process).
A methodological framework (with challenges, key findings, steps to achieve the goal) for the passenger and freight management based on the project showcases. It present solutions how to organise new cross-border infrastructure projects; to manage the dynamic
transport development without a fixed link in place; to succeed with a corridor context in the national infrastructure planning process; and to stimulate the functional integration of cities served by a single ferry line.
A methodological framework (with challenges, key findings, steps to achieve the goal) for the passenger and freight management based on the project showcases. It present solutions how to stimulate the commercial development of a multimodal freight corridor; to enhance sustainable regional growth along the TEN-T Core Network Corridors; and to ensure that intermodal terminals are strategically located in the transport network.
