Who can apply?
Eligibiltiy of an organisation depends on its legal status and geographical location. In addition, the organisation has to contribute financially to the project.
Legal status
- National (governmental), regional, or local authorities
- "Bodies governed by public law" (e.g. public research and training institutions, public business development institutions)
- Associations formed by one or several regional or local authorities
- Associations formed by one or several bodies governed by public law
- Bodies established under public or private law for the specific purpose of meeting needs in the general interest, not having an industrial or commercial character, and having legal personality (e.g. private non-profit organisations).

Private (commercial) organisations can participate as associated organisations with own financing. Further information about associated organisation: 2.1.1 and 2.4 of the Programme Manual.
Geographical location
As a general rule, organisations of project partners and lead partners that receive financing from the programme must be located in the programme area.
There are the following exceptions:
- 20 % flexibility rule (ERDF co-financing)
- Geographic flexibility (ENPI co-financing)

At least three benefiting institutions from at least three different countries (two of them EU) shall form a partnership.
